Fortis:
Fortis offers a competitive true group Indemnity and PPO based dental plans. Fortis also offers one of the stronger voluntary program, with special plan designs for associations of employers, pay-roll companies, etc. Voluntary plans require a minimum of 10 participants for groups under 50 and 20% participation for groups of 50+.

Principal:
Minimum case size is 5 lives for standalone and only 3 lives if sold with another Principal coverage with many design options available. In addition principal offers voluntary plans to groups as small as 20 with 50% participation required.
